If I remember the story correctly, the Terminator isn't supposed to be a human but a cyborg. That's why Arnold fit the part. He's supposed to look somewhat unreal.
The weird part is that people want to look like a cyborg and are willing to work dangerously hard for it 🙃.
Incidentally, I went on a ski vacation in Sun Valley, Idaho, I think it was in 2006? I was having coffee and reading at a Starbucks there, and Arnold walked in with another man. They sat at the table next to me and talked for nearly an hour. He was very buff, but not crazy huge. Maybe that was his downtime and he wasn't in top shape.
